Why can't i use my skill

I've recently started to buy some skill with cash.
The problem here is, it's just like a normal game even I've selected the
skill b4 the game started.
Why should this happen??? I'll never get back the $$$ spent on
purchasing skill... Can anyone tell me the way to use skill???
