Crosses are unlocked by increasing your Command (both are Cs!) points. Crosses give permanent (and passive) enhancements to certain attributes of your towers, e.g. Proficiency Crosses increase ROF. Conversely, Stars are unlocked by increasing your Strategy points. Stars enhance your combatants. Similarly, Stars are permanent and passive, you don't have to arm them for battle. At every career milestone, you will be given a choice of two to choose from. Select one of them. Your choice is permanent so decide carefully!

First medal which cost 10 officer points, second medal which cost 20 officer points, how come every medal is rewarded with 2%?
If a player play pure side (offensive or defensive) that can go as high as 10 medal, 2% for such medal may seem low.

The number that is at the corner of a star / cross indicate the quantity of that particular star / cross that you have.
E.g. If you see a "2" at the Proficiency Cross, it means you have 2 of it. Thus the total effect from that is 2 X 2% = 4%, the increase to your tower's ROF.
