Does upgrading equipments with Chilli powder do anything?

why i always failed in upgrading my choco donut? just to +2 only, i tried like more than 7 times but kept failing ( and is in different days), is it so difficult to just upgrade to a +2? or is it that the choco donut is difficult to upgrade naturally. The affinity is 14, not too low.. just can't understand. =(

@juniebrain. I think it boosts your defenses of that equipment. Not sure how much though.
