Damage Range

How do you calculate the Damage Ranges for the Tablets? For example, I used Super Hair Gel.

Super Hair Gel has Torso Damage of 25-42. With Ice Tablet, is it 26-50? If yes, then why sometimes I hit people with Super Hair Gel can do only 15-20 Damage? They were also not blocking.
